When a dog bites an individual, or in some instances another pet, there are a number of questions that need to be addressed. For instance who is considered the pet owner in various situations? What are the responsibilities of the dog owner before the dog ever shows aggression towards anyone or anything? Can the victim be responsible for a dog attacking them?
